Kèr Ksvi̊vèj (Ksvi̊ /vɛʤ/ [belt] [harmony; melody]) is a subtropical Town located in Kobidizuz̄u County, Gàdāwù Provence, within the Dalandic Empire.

The name Kèr Ksvi̊vèj is derived from the Tauric language, as Kèr Ksvi̊vèj was founded by Sedril Víhgùru, who was culturaly Tauric.

Climate

Kèr Ksvi̊vèj has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a pleasant 23°C (73°F). Kèr Ksvi̊vèj receives an average of 263 cm/y (103 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Ksvi̊vèj covers an area of nearly 4 km2 (1 mi2), and an average elevation of 6474 m (21240 ft) above sea level.

Overview

Kèr Ksvi̊vèj was founded durring the late 10th century, by Sedril Víhgùru. The establishment of Kèr Ksvi̊vèj was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Kèr Ksvi̊vèj's construction back out of the project. Sedril Víhgùru pushed on reguardles, and Kèr Ksvi̊vèj was finished, but starts off as a terible place to live.

Kèr Ksvi̊vèj was built using the conventions of Tauric durring the late 10th century. Naturaly, all settlmentss have their own look to them, and Kèr Ksvi̊vèj is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Kèr Ksvi̊vèj is buildings are speckled and packed arround restrictive paverstone streets with seemingly no patern to them. It appears as if the town's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a town. The town is protected by a series of wooden fences ringing the town's parimiter, which are likly intended to keep varrious beasts out of town rather than protect it from attack by any intelegent agents. The bare minimum defences have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.

A look around Kèr Ksvi̊vèj has something terribly wrong with it. It’s impossible to put one’s finger on, but something is horribly wrong. Maybe it’s the way fog blankets the ground, but only in the connors of places. Maybe it’s the vermin scuttling between shadows in the corner of your eyes. Perhaps it’s the overcast sky which seemed to creep out of nowhere, or the distant howling of wolves. Maybe it’s all of those things together, or perhaps it's the way these elements combine which makes you worry someone might stab you in a dark ally for your boots. It’s not filthy, or dark, but the smiles seem strained, the locals seem to glare daggers in eachothers backs a little too much, and everyone is armed at all times. You may want to keep an eye on your valuables, and make sure you don’t wind up in any position of power. Regardless, you do not feel it would be wise to remain in Kèr Ksvi̊vèj long.

Kèr Ksvi̊vèj has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Ksvi̊vèj has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Ksvi̊vèj's public wards, blessings, and other arcane systems.

Kèr Ksvi̊vèj has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

One or more crime bosses have a powerful influence within Kèr Ksvi̊vèj. They may control crime within the community itself, or they may use it simply as a safe haven from which to direct their minions elsewhere. Local law enforcement may know all about them, but lack the strength to confront them and their paid or intimidated henchmen.

Kèr Ksvi̊vèj's town hall was built using a different architectural style from the rest of the town. The style used which employed abundant symbolic geometry, using pure forms such as the circle and square, and plans are based on often symmetrical layouts featuring rectangular courtyards and halls. These structures were is decorated with carved stone or stucco reliefs and made use of colorful stone mosaics..

In Kèr Ksvi̊vèj rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.

The Faerie Mount near Kèr Ksvi̊vèj are known to be a mutant strain of the creature.

Kèr Ksvi̊vèj's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves long periods of drunkenness to channel Charm energies of tier 3 via chanting.
